History - the BIS going global (1961- )

The crisis that started in 2007-08 has had a major influence on BIS research and on the work of the Basel-based committees and secretariats. Even before that, BIS economists had issued warnings about the dangerous build-up of imbalances in the global financial system. The crisis has led to renewed and heightened emphasis on financial stability issues. Another focus has been on providing more timely and more relevant financial statistics. The BIS was created at the Hague Conference that dealt with the issue of German war reparation payments arising from the 1919 Treaty of Versailles. Besides the Agreement Approving the Experts' Plan adopted on 20 January 1930 by that Conference (see League of Nations, Treaty series, vol. 104, 1930, pp. 243-411), which refers to the constitution of the BIS, the key instruments creating the BIS were the following: • Convention respecting the BIS of 20 January 1930, by which the Swiss Federal Government undertook to grant the BIS its Constituent Charter. • BIS Constituent Charter of 20 January 1930, which establishes the incorporation of the BIS • BIS Statutes of 20 January 1930, as last amended on 7 November 2016 in the version effective from 1 January 2019.

1. Lender of the last resort

The BIS has a Committee on Banking Supervision (CBS), an organization that develops uniform standards and methods for regulating banking activities. The first important document born in the depths of the CBN was called “Basel-I” (1988). Then another document appeared - Basel II (2004); its full title: “International convergence of capital measurement and capital comparison: new approaches.” Finally, in 2010-2011. The Basel III document was approved. Its birth was a reaction to the global financial crisis of 2008-2009, which showed that the proper stability of banks was not protected. Basel III has increased the requirements for the adequacy of equity capital of banks and ensuring what is considered equity capital and how to evaluate it. Like all Basel Committee standards, Basel III standards are the minimum requirements that apply to banks operating internationally.
